Garth is a snake. He seems like a friendly, jovial, and nice guy, but he's really just looking for people to use. He throws his team and employees under the bus, and feigns ignorance or disappointment at failings of his decisions that he blames on his employees. He's the kind of guy that would (and has) push his team to do something that his team has told him is a bad idea, but he forces them to, because the outcome will make him look good. When it inevitably fails (as it almost always does), he'll explain it away to his superiors as "Oh, Bob on my team really thought it would work, and I wanted to give him a shot. He did his best, I don't think we should hold it against him." BUT it was never "Bob"'s idea, and "Bob" thought it was a BAD idea, but he forced him to do it anyways! Of course if someone on his team comes up with a good idea, he reports it to his superiors as "Oh I had this great idea, and I got Bob on it right away!" and takes all the credit for himself. He's even been known to mock people for taking their ideas, quite openly. He thinks he's being funny. He thinks people like him... and people above or adjacent to him probably do. He seems likeable. But almost everyone, and I mean almost EVERYONE beneath him sees his behavior for what it is, and has little respect for him as a leader or as a person. The people beneath him basically have to learn how to manipulate him into doing (or letting you do) what you know needs to get done, and advocate for yourself externally and with his superiors to be able to get any sort of recognition for your work at all. Of course, if he discovers you're doing this, your career trajectory will not go well. If he at all feels threatened by your skill or what your peers and his superiors think of you, he will either sabotage your career, or, if you've done it well enough, will try to cozy up to you so he can ride your coat tails to new career heights. One thing is for sure: He knows how to handle his superiors quite well. He spends little time on personal development, and makes little effort to let more sheepish people speak up or share their ideas. He also quite frequently tramples over women in his team, and ignores them, or simply talks over them in team meetings. If you see him at a company, run while you still can.
