Cecilia Hallengren does not know how to formulate a strategy, or that one is even needed. She is not open to new or different ideas other than her own. She struggles to understand how to do things differently or learn more progressive practices that have research data supporting the benefits. She becomes paralyzed in status quo because she cannot effectively problem solve and lacks creativity to design effective interventions. Any idea that is different than hers will not be welcomed by her. She makes fun of and spreads rumors about the people she works with and has highly unprofessional contact and relationships. People are not comfortable around her.

Cecilia covers up discriminatory actions of the company and is a racist. She has been coached by legal on what to say and how to sound like she is an inclusive person when she speaks, but behind the scenes, she says and does racist things and makes decisions about employees based on their race. She is very good at saying the right things in front of a group of people, though.

The entire HR team is fearful and frustrated with Cecilia. Besides being demeaning and condescending, she does not provide any strategy to work toward and everything is a constantly moving target with her. It’s not that business needs shift and therefore changes need to be made, it’s that she is constantly - constantly and continuously - changing her mind. She cannot commit to anything and will change her thinking and not tell you, but will scold you that you did not know that she changed her mind. She will swear she committed things but an entire meeting full of people or working team never heard her say any of it. This happens multiple times a week. Multiple a week. She is a mess and a nightmare to be around.
